Project Summary

Project location: The Project is located entirely on Navajo Nation lands in the Four Corners area and extends across the N.M./AZ border.

Coordinates: Lat 36.811, Lon -109.11

Coordinates

Preliminary FERC permit ID: P-15034

Water body or water source required: San Juan River

Nominal head and L/h ratio: Nominal head 987 meters, L/h ratio 10.80

Electricity markets in which the project would participate: California Independent System Operator and Western Energy Imbalance Market

Tribal lands with VRE generation that could be served by the project: The entire Navajo Nation would be served by the Carrizo project. VRE generation potential is 10,000 acres or more.

Project Impact

  • Accelerate the Project development activities.
  • Address the multitude of complex questions related to decarbonized grid architectures
  • Demonstrate the feasibility of Carrizo Project based on cost, design, and functionality
  • The Carrizo Project can provide substantial jobs and powerful direct and off-shoot economic development opportunities that are robustly welcomed at all Tribal levels.

Proposed Technology:

  1. Number of units: Six
  2. Fixed-speed, adjustable-speed, ternary, or quaternary: quantity 5 fixed-speed, quantity 1 adjustable speed
  3. Nameplate generating and pumping capacity of the plant: Generating: 1500MW; Pumping: 1338MW
  4. Energy storage capacity (MWh) of the plant: 103,950MWh
  5. Round-trip efficiency, ramp rate, and other relevant performance specifications: Round trip efficiency 80.01%. Ramp rate standard for fixed speed turbines.
  6. Any capability to provide black start, synchronous condensing, or other grid services: Operating reserve, system inertia, primary frequency response, black start service, voltage support, capacity firming.

Any non-power benefits that would be provided by the project: Agriculture water supply, recreational fishing. Tribal access benefits to excess water pumping system capacity following reservoir fill. Local tribal communities’ electrical infrastructure improvement.

List of tribal entities and other stakeholders affected by the project: Navajo Nation, including departments and local Chapters. San Juan County government and schools, Apache County government and schools, San Juan River Water Users, and many others. Multiple utilities and cooperatives such as Public Service of New Mexico, Arizona Public Service, etc.
